How the NDIS Supports People with Down Syndrome and Complex Needs

The National Disability Insurance Scheme (NDIS) plays a crucial role in supporting people with Down syndrome and complex needs across Australia. With over 11,000 active participants who have Down syndrome as their primary disability, the NDIS has become a significant driver of positive change by providing tailored support that promotes inclusion, independence, and lifelong opportunities.

Children with Down syndrome benefit significantly from early access to therapies and developmental supports. Through Early Childhood Early Intervention (ECEI), children under 9 years old can access the NDIS without the need to demonstrate significant functional delay. This is because Down syndrome is recognised on the NDIS’s List D, a list used to streamline access to early intervention supports for permanent conditions. In fact, 99% of NDIS access decisions for children under 18 with Down syndrome led to successful entry into the Scheme. However, for individuals over the age of 9, eligibility is not automatic.

Applicants must demonstrate that Down syndrome substantially reduces their ability to complete everyday tasks, such as self-care, communication, learning, or social interaction. The application process involves completing the NDIS Access Request form, submitting medical evidence, and, in some cases, undergoing further assessments. Once approved, participants with Down syndrome can use their NDIS funding to access a wide range of disability supports aimed at improving independence and participation. These may include funding for core and capacity building supports like Assistance with Daily Activities, Community Participation, Supported Independent Living, Consumables, Transport and much more. In 2023 alone, the NDIS provided $1.3 billion in funding for participants with Down syndrome, with average support payments rising by 16% to $112,600 per participant.
